Highlights - 25 June: Grand Bargain, forest management, transnational corporations & human rights - Committee on Development

On Monday 25 June, the Committee on Development will meet from 15.00 to 18.30 in room Altiero Spinelli 3G-3.

The first item on the agenda will be an opinion on 'harnessing globalisation with regards to trade'.

Members will then exchange views on the second annual meeting of signatories of the Grand Bargain of the World Humanitarian Summit 2016, with the European Commission's European Civil Protection and Humanitarian Aid Operations, and the VOICE network, an association of NGOs and Trade Union working on sustainability in cocoa.

The committee will conclude its discussions on the EU's input to a UN Binding Instrument on transnational corporations with respect to human rights.

At 16.50, members will vote on the opinion on the UN Binding Instrument, and on the Committee's report transparent and accountable management of forests in developing countries.

Marking World Refugee Day on 20 June, Parliament's rapporteur for Humanitarian Assistance, Enrique Guerrero Salom and Development Committee Chair Linda McAvan stated that in the face of 'increasingly hostile rhetoric and policies against refugees we must remember and defend the basic gesture of solidarity and human empathy which is at the root of the refugee system: offering refuge to those in need of protection.'

'Humanitarian assistance alone cannot meet the growing needs resulting from displacement. Often an end to the conflict is necessary to allow the return of displaced populations. Yet this can be elusive: Afghan, Sudanese or Somali refugees spend decades in displacement camps, while this year marks the 70th anniversary of the world's longest standing refugee crisis of Palestinians. Until refugees can return to their homes, increasing development efforts to enhance the self-reliance of refugees and displaced persons is essential.'

On Tuesday 19 June 2018, the Committees on Budget (BUDG), Budgetary Control (CONT), Foreign Affairs (AFET) and Development (DEVE) are jointly organising a public hearing entitled ‘Assessing the flow of external EU migration funding’.
The aim of the hearing is to assess the flow of current expenditure on the migration-related projects and the EU Trusts Funds and to analyse to what extent they bring added value to the EU budget. Speakers include Mr Hassoumi Massoudou (Minister of Finance of Niger), as well as representatives of the EEAS (Deputy Secretary General Christian Leffler), Member States' agencies, think tanks and civil society. The meeting will take place in Brussels, room Paul Henri Spaak 3C050 and will be live webstreamed.

From 5-6 June in Brussels, TOUR & TAXIS, the 2018 edition of the European Development Days will bring together diverse actors from the European development community and partner countries."Women and Girls at the Forefront of Sustainable Development: protect, empower, invest" will be the theme of this year's 120 sessions.

On Wednesday 6 June at 11.30-13.00, the European Parliament's Committee on Development will host a special event on an EU strategy to end child marriage.

The Event, hosted by Parliament's rapporteur Charles Goerens, feeds into a forthcoming Parliament resolution on an EU strategy against early and forced marriage. Guests include government ministers from Niger, Development Committee Chair Linda McAvan, the Chair of 'Girls not Brides' Princess Mabel van Oranje, and Meghla Akter from Bangladesh who will speak about her refusal to be married at the age of 13.

During the meeting on Wednesday and Thursday, the committee discussed achievements and priorities for the remainder of the term with the Commissioners for Development (Neven Mimica) and Humanitarian Aid (Christos Stylianides). MEPs also discussed the Commission's proposal for the next Multiannual Financial Framework (MFF) with civil society representatives and adopted the Committee opinion on a Partnership and Cooperation Agreement with Iraq. The committee also discussed findings from recent missions to Guinea and Uganda and the EU's delivery on aid level commitments. Brexit and an upcoming committee report on digitalisation for poverty reduction also was considered.
