At the initiative of the FEMM Committee, the European Parliament will hold its second European Gender Equality Week during the last week of October 2021.

Following the success of the first European Gender Equality Week organised in October 2020, the European Parliament continues this important initiative and is holding the second European Gender Equality Week during the last week of October 2021. All parliamentary committees and delegations are invited to hold events addressing gender inequality issues in their areas of competence.

Highlights - Sakharov Prize 2021: Presentation of the candidates - Committee on Development

On 27 September AFET/DEVE/DROI presented the candidates for this year's Sakharov Prize for Freedom of Thought, one of the most important events of the European Parliament. On 14 October the Committees on Foreign Affairs and on Development met again to narrow down the list of nominees to a three-candidate shortlist.
Each year it reaffirms the European Parliament's unwavering commitment to the protection and promotion of human rights, a founding principle of our Union. The winning 2021 laureate will be announced on 21 October by the Parliament's Conference of Presidents (President and political group leaders) and an exchange of views with the laureate will take place on 13 December. The Prize will be presented to the winner at an awards ceremony during the December plenary, on 15 December.

Highlights - New orientations for the EU’s humanitarian action - Committee on Development

The Committee on Development is working on an own-initiative report on the new orientations for the EU's humanitarian action, aimed to be the European Parliament response to the European Commission Communication on "The EU's humanitarian action: new challenges, same principles".
This Communication was published in March 2021 and presents the actions through which the EU could strengthen its response.

The rapporteur of the DEVE report, Norbert Neuser (S&D, DE), presented his draft on 27 September 2021, in which he supports the actions set out in the Commission Communication. Among its central messages, the draft report calls on Member States to increase humanitarian funding and on the EU and Member States to increase the effectiveness of humanitarian assistance and to establish a clear monitoring mechanism for violations of international humanitarian law.

Members of the DEVE Committee have until 6 October to table amendments to this draft report.

The vote is scheduled to take place before the end of 2021, in order for the report to contribute to Parliament's position ahead of the first European Humanitarian Forum, which will take place in Brussels in January 2022.

Highlights - MEPs to debate external EU Trust Funds and Turkey Refugee Facility - Committee on Development

On Tuesday 5th October, Members of the European Parliament will debate in plenary the AFET/DEVE/BUDG joint implementation report that seeks to make a political evaluation of the EU Trust Funds (EUTFs) established since 2014 and extended until December 2021, as well as the Facility for Refugees in Turkey (FRT).
Parliament has acknowledged the value-added of these extra-budgetary (EUTFs) and extraordinary (FRT) tools but has also voiced criticism for a lack of democratic accountability in their operations/disbursement. The report assesses the EUTFs/FRT implementation and make proposals for the way forward under the new Multiannual Financial Framework (MFF - EU's long term budget).

The rapporteurs for the file are György Hölvényi (EPP, HU), Janusz Lewandowski (EPP, PL) and Milan Zver (EPP, SI).
