Médecins du Monde (MdM) has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk and Donetsk oblast, government and non-government-controlled areas – GCAs and NGCAs). The program is implemented around three main components: direct delivery of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS) and gender-based violence (GBV) response services); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy. In addition, support to the health system in response to COVID-19 pandemics in Eastern Ukraine.

In November 2020, MdM launched a 3-year project funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) having for an objective to increase resilience of communities and the local health system in Donetsk and Luhansk region (GCA) by improving availability and access to quality healthcare services to meet health needs of the conflict affected population with a special focus on vulnerable groups (people with disabilities, women, elderly people). The project will link MdM humanitarian assistance with transitional aid/development activities resulting in creation of a sustainable access to health and social services in communities affected by the conflict. The overall objective is to strengthen the resilience of people and local structures to the effects and consequences of crises, focusing on 3 levels - individual, community, health structures/system. Guided by the principle of promoting participation and self-help, the development capacities of affected people and structures are strengthened and promoted in a targeted manner. The absorptive coping capacity enables people to meet their basic needs and structures to maintain their functionality and ensure their survival in the face of crises. Adaptive capacity enables people and structures to adapt to long-term changes and to absorb and, at best, minimize the negative effects. Transformation capacity promotes structural change for sustainable livelihoods by enabling changes to take place at the root of vulnerability (power structures, economic status, etc.).

     

In support of our country program, MdM is looking for an experienced Resilience Advisor (national or international) based in Severodonetsk, Bakhmut or Kyiv, with frequent travels to other bases. The Resilience Advisor is in charge of the methodological guidance to the participatory program design, engaging communities, local authorities, rights holders and other stakeholders; contributing to the development of program plan; tracking progress and providing strategic and actionable guidance. The Advisor will work closely with program teams, mainly on the BMZ-funded transitional aid program, and advise on other projects, to guarantee solid linkages between the humanitarian and the transitional aid/development programming. She/he will be responsible for developing a resilience framework for the MdM mission in Ukraine and integrating best practices. She/he is responsible for managing and coordinating communication of the key learnings to inform the mission and technical referents in the HQ on application of resilience in humanitarian/transitional and conflict context in Ukraine.

Responsibilities Strategy and Program Management

• Provide strategic technical support and capacity building to program teams during inception and implementation of the program in order to design, adapt, monitor and document program strategies to reinforce resilience-building objectives. 
• Review technical approaches and implementation strategies and develop recommendations to integrate and refine measures to strengthen the resilience capacities at the three targeted levels (individual, communities, health system). 
• Ensure local participation planning of proposed interventions through conducting local community engagements in order to ensure inclusive consultations with beneficiaries and local ownership. 
• Conduct a stakeholder mapping to capture the activities of other actors in the health sector and ensure integration, coordination and complementarity of the proposed activities. 
• Participate, coordinate and collaborate extensively with the MdM Ukraine coordination team and HQ referents for Health and Mental health interventions.  
• Contribute in cooperation with field teams, the coordination team and the Program Quality and Development Manager to project reports and proposals. 
• Contribute to the definition of the resilience component within MdM’s country strategy. 

Programme quality, learning and communication

• In cooperation with the Programme Quality and Development Manager, the MEAL team and the coordination team, develop a monitoring, evaluation and learning framework to track progress and results on resilience application in MdM programs, including drafting quarterly reports based on activities carried out and program learning/results. 
• Ensure that baseline data are collected, with due regard to age and sex disaggregation, benchmarks are defined, real-time evaluation is conducted, and recommendations are integrated in plans and programming. 
• To guide development of specific accountability tools for the resilience program, based on international standards, while actively engaging beneficiary communities and local authorities as equal partners in the design, monitoring and evaluation of MdM field projects. 
• Work with the technical coordinators for Health and Mental Health, as well as with the coordination team to reflect on country level progress against strategic internal targets. 
• Organize regular program reflections with the target groups (communities, health authorities) to review learning and discuss new information and implications for programming. 
• Create and share strategic reports highlighting findings, lessons learned and next frontiers for research and learning, including making recommendations for minimum standards/tenets/principles for what is possible in operationalizing and building resilience capacities within humanitarian and early recovery programming, in coordination with technical coordinators. 

Representation

• Develop and maintain strong relationships with resilience/development stakeholders, including local civil society organizations, and identify strategic implementation, research and State partners that can contribute to MdM development, influence and impact. 
• Participate in relevant strategic working groups and fora to share MdM experience, in cooperation with the Advocacy department/General/Field Coordinators and based on the MdM Ukraine strategy. 

 

Technical supervision and team management

• In cooperation with Field Coordinators, recruit, supervise and train staff actively involved in the program, in particular Project Managers.  
• Participates in regular evaluation of the team under his/her technical management (2 Project Managers), including development of individual action plans and definition of objectives. 
• Works closely with the coordination team to identify capacity building needs and develop and deliver tailored tools, resources, and/or training workshops.

The Resilience Advisor will report to the General Coordinator.

Required Qualification Your professional Profile

• University degree or diploma; a degree in gender/development/public health/anthropology or related fields is desirable,
• At least 5 years of program management experience in early recovery / transitional aid / development programming, preferably in the health sector,
• Previous experience working in the post-soviet countries is an advantage.
• Previous experience working in a programme focusing on strengthening the resilience of communities is required.
• Very good practical experience on participatory approaches, such as Participatory Rural Appraisal (PRA), Participatory Learning and Action (PLA),
• Extensive knowledge of the conceptual framework of resilience and its operational models,
• Demonstrated results with capacity building/training on MEAL is desirable.
• Proven experience in successfully coordinating teams, negotiating and influencing others to get results without formal supervisory authority,

The responsibilities of the Head of Operations include overseeing the operational departments, teams, tasks and responsibilities related to Finance, Logistics, Procurement, HR, Admin and the communication between these departments, as well as supporting the Head of Mission, as part of the Senior Management Team, in other tasks including strategic development, program coordination and representation. Responsibilities:

General

• Managing the operations team (HR, Admin, Finance, Procurement & Logistics)
• Ensuring that the operational team supports the implementation of the mission’s strategy to reach its targets and goals in a timely manner and at the quality level required, and that procedures and regulations are implemented in full transparency and in accordance with internal and donor rules
• Developing, ensuring and improving the standardization and efficiency of operational processes and procedures implemented within the organization related to operations department where needed
• Ensuring effective communication between the programme and operations departments;
• Ensuring the timely reporting of all operations departments’ activities to donors and HQ;
• Support and follow-up contractual engagements (rental, vehicles MoUs, registration) in coordination with the Head of Mission

Admin

• Ensuring that key support policies from HQ are implemented, adjusted and updated as required and appropriate to the context, as well as ensuring that staff is aware of and adhering to the global AN policies and procedures
• Developing support policies and procedures for the country context where necessary and not available from HQ
• Ensuring that the organization is compliant with regard to legislation in Iraq and regulations stipulated by the HQ in Germany as well as donors, where applicable
• Establishing and maintaining an efficient information management systems

Finance

• Overseeing and providing guidance and support with regard to the managing and day to day running of the Finance department
• In coordination with the Finance Coordinator, overseeing the mission’s economy including identification of gaps, financial and procedural risks, and provision of appropriate solutions
• Ensuring compliance with HQ financial guidelines & procedures as well as with donor requirements
• Oversee and ensure compliance of interim and final financial reporting to donors
• Maintaining the operational budgets of the organization and preparing the final overall budgets for new project fundraising proposals
• Overseeing the budgets of support departments, improving needs planning and coordination, and contributing to planning needs for new projects with regard to support departments
• Providing technical support and guidance to the Finance team to ensure effective operations of and coordination between budgeting, programme spending, and accounting
• Ensure the Finance department is compliant with the tax requirements (deduction and deposit of tax; submitting of tax return or files to tax authorities), as well as with the local social security requirements (deductions and making own contributions, deposit and filing)
• Overseeing the coordination with government authorities for submission of annual accounts
• Overseeing the coordination and liaising with local, external, donor and statutory auditors at HQ

HR

• Overseeing the operations of the HR department
• Ensuring the implementation of relevant national and international staff policies, transparent standardized recruitment processes, staff development, complaint mechanisms, managing leave, allowances and employee evaluations
• Ensuring that the organization is compliant with regard to Iraq Labour Law and employment regulations
• Liaison with lawyers and security actors with regards to Expat visas, residency and other related issues

Procurement & Logistics

• Overseeing the operations of the Procurement & Logistics department
• Ensuring all the relevant policies are in place, including procurement policies and procedures
• Ensuring that contracting is standardized and maintained to be compliant with Iraq legislation as well as HQ and donor requirements
• Ensuring effective operations and coordination between the office management, fleet management, procurement, stock and asset management

 

Requirements:

• A relevant College or University degree and / or a relevant special vocational training showing a strong thematic background in finance, logistics and procurement or HR or other related studies
• Minimum of 7 years demonstrated experience in either accounting, financial management, logistics and/or HR in the field of humanitarian aid/development cooperation with more than 5 years in a leading position
• Demonstrated experience of at least 2 years in non-specialized field (Finance, HR, Logisitcs and procurement, Admin) related to the position in humanitarian aid/development cooperation
• Demonstrated experience and ability to effectively lead and develop an intercultural team, including remote management
• Proactive mentality, demonstrated experience and willingness to improve and innovate processes and procedures in related fields
• Experience in budgeting and monitoring of projects
• Experience in capacity building of national teams
• Knowledge of a variety of donors (like BMZ, UN OCHA Pooled Based Fund, ECHO)

Main duties and responsibilities:

• Conduct a review of the existing policies governing migration in Chad and provide a coherent picture of all relevant sections in order to create a more indepth understanding of the legislation governing migration in Chad.
• Identify knowledge gaps in fully understanding the migration profile of Chad and responding to the Migration Governance Indicators, conduct independent research into specific topics in coordination with the relevant units, and/or contribute to ongoing research by strengthening the methodology to capture all data relevant.
• Support the Government of Chad in gathering the required information to fully report on progress made towards achievement of the SDG point 10.7. Animate discussion groups or trainings to support the government and civil society’s understanding of migration and the 2030 agenda.
• Support the CoM and Communication and Policy Officer in rolling out the practitioner’s guide for migration and the 2030 agenda.
• Support the migration network and develop linkages between the migration network, the peacebuilding work on the United Nations Country Team and the work of the Humanitarian Country Team. Support the government and IOM teams on the official reporting and communication in regard to migration policy related activities and provide programmatic backstopping as required.
• Proactively provide recommendations and project development support to programming related to migration and the SDGs in Chad.
• Duty travel to remote locations within Chad and neighbouring countries.

Profile of qualification:

Education:

• Master’s degree in international law, migration studies, political or social sciences or a related field.

Experience:

• Minimum of two to three years’ work experience either on migration law, data research, policy research, project management, database management, project monitoring and evaluation relevant to migration management.

Key Competencies:

As Chief of Party – Kreditanstalt für Wiederaufbau (KFW) Project, you will contribute to increased stability and economic well-being of 37.430 conflict affected households within vulnerable communities in South Darfur. This shall be achieved by an increased access of the Project beneficiaries to diversified sources of livelihoods and employment opportunities, the provision of infrastructure for agricultural and livestock production as well as the promotion of conflict resolution mechanisms to foster community interaction and co-existence between agro-pastoralists and pastoralists. The KfW (German Development Bank) funded project is expected to contribute to the stability of the South Darfur region by construction and rehabilitation of rural infrastructures (micro dams, veterinary clinics and feeder roads) and supporting existing and alternative livelihoods.


Requirements include:

• At least 10 years of hands-on management experience of large (over USD 5M) complex, multi-year and multi-sector projects in a fragile environment.
• Long-term experience in managing livelihood and/or resilience building projects with strong focus on Local Value Chain development.
• Experience in managing projects with large investment in rural productive infrastructure (water & sanitation, feeder roads etc) is highly desirable.
• Knowledge and awareness of Sudan or a similar fragile context.
• At least a Bachelor’s degree in Rural Development, Agricultural Development OR Civil Engineering, or a related field from accredited university.
• Training in civil engineering, infrastructure development or economics is desirable but not mandatory.
• Training and experience in the protection sector, particularly of children in conflict environments; is highly desirable.

Ihr Profil:

The PATRIP Foundation is currently looking for a

full-time Programme Manager

to support our team in Frankfurt am Main in Germany.


The Programme Manager will mainly support the design and implementation of the Afghanistan, Pakistan and Tajikistan portfolio of the PATRIP Foundation that is expected to grow substantially over the coming months and years. In addition, the Programme Manager will have the chance to engage together with the PATRIP team in Frankfurt am Main in overall topics related to the Foundation’s strategic and organisational development.


Tasks and responsibilities:

• Project development and monitoring, including technical and financial monitoring as well as Key Account contract management;
• Communication with implementing partners and the PATRIP external monitoring team;
• Support the Foundation as inhouse technical expert;
• Liaison with donor agencies in accordance with the PATRIP Board of Directors;
• Participate in overall topics and internal projects of the Foundation such as business development, fundraising and evaluations, further development of our procedures etc.;
• Organisation of workshops with implementing partners and donors, including presentations and group discussions; organisation of field visits;

Requested qualifications:

• Master’s degree in Civil Engineering, Environmental Engineering or equivalent;
• Several years of professional experience, especially in the design, monitoring and supervision of infrastructure projects (NGO, donor agency, consulting business) including working experience in the field;
• Proven experience in basic social infrastructure project development (including technical design) and project monitoring;
• Working experience related to development cooperation in fragile contexts would be an asset;
• Knowledge of challenges and stakeholders in Afghanistan and neighbouring countries including working experience in the region would be an asset;
• Experience in public procurement would be an asset;
• Experience with Remote Management, Monitoring and Verification Systems (RMMV) would be an asset;
• Readiness to travel to fragile regions;
• Language skills: Fluency in written and spoken English and German is mandatory, French would be an asset;

Der Zivile Friedensdienst (ZFD) in Äthiopien unterstützt Dialogprozesse zur Förderung eines vertrauensbasierten Land- und Ressourcenmanagements in der Region Oromia. In Zusammenarbeit mit lokalen Partnern begleitet der ZFD die gewaltfreie Bearbeitung von drei konkreten Konflikten um Land und Ressourcen. Das Programm berät und begleitet die Umsetzung sowie Weiterentwicklung inklusiver und partizipativer Dialogprozesse, die auf bestehenden traditionellen Dialog- und Konfliktbearbeitungsformaten aufbauen. Ziel ist es zu einer gewaltfreien Konfliktbearbeitung beizutragen auf der Basis einer vertrauensvollen Zusammenarbeit verschiedener Bevölkerungsgruppen und Akteure in Oromia und den angrenzenden Regionen. Nevertheless, tech-savvy young men and women are facing hurdles in finding employment in the tech sector or in building their own start-up. The aim of the project is to create job perspectives for youth in the field of ICT, in close collaboration with its partners from the innovation ecosystem. This is achieved through the setup of innovation hubs with coworking- and makerspaces, trainings in start-up entrepreneurship and advanced tech skills (start-up incubation/acceleration, blockchain and app development, digital production) as well as interventions in the fields of early-stage finance (angel investment, seed grants) and entrepreneurship research.

Your tasks

• Technical advice in the field of start-up support and tech upskilling
• Development and technical management of measures to promote tech entrepreneurship and ICT skills in Iraq
• Implementation and control of project activities
• Establishment and support of networks within the Iraqi start-up and tech ecosystem and cooperation with its key stakeholders
• Coordination and cooperation with actors of the innovation ecosystem
• Cooperation with the private sector as well as initiation and implementation of development partnerships with relevant private sector entities
• Representation of the project management and reporting to the commissioning ministry

Your profile

• University degree in economics, communications, social sciences, informatics or comparable studies
• Several years of professional experience in start-up promotion and/or tech upskilling
• Working experience in development cooperation and/or in developing countries, working experience with GIZ and/or regional experience in the Middle East & North Africa region is an advantage

• Support to the programme coordinator on strategic and operational impact orientated planning and monitoring
• Development, implementation and adjustment for a sustainable Migration for Development Programme (PME) system based on CPS guidelines
• Support of the CPS advisors and CPS partner organisations in systematically monitoring, documenting and aggregating outputs and results to report on process indicators
• Development, organisation and facilitation of PME trainings and planning processes for the CPS team and partner organizations

These hubs provide coding bootcamps (app/web development, UX/UI, Java, AI, blockchain, gaming) and demand-driven trainings in digital skills (digital production, robotics) as well as entrepreneurship courses. These measures are complemented by the support of structures and programs in the field of early stage start-up finance.

Your tasks

• Technical advice in the field of digital skills and technology trainings
• Development and technical management of measures to promote ICT skills and entrepreneurship
• Planning, implementation and monitoring of project activities
• Coordination and cooperation with actors of the innovation ecosystem
• Initiation and implementation of strategic partnerships with private sector entities
• Support in reporting to the commissioning ministry

Your profile

• University degree in informatics, economics, engineering, communications, social sciences or comparable studies
• Professional experience in digital skills and/or tech start-up promotion
• Working experience in the development cooperation and/or in developing countries
• Working experience with GIZ and/or regional experience in the Middle East and North Africa is an advantage
• Enjoyment of working in intercultural teams, diplomatic skills as well as a positive attitude towards diversity
• Fluent in English, knowledge of Arabic is an advantage

Die Bunderegierung ist mit derzeit sechs Ländern in Afrika sogenannte Reformpartnerschaften eingegangen und fördert im Rahmen dieser Partnerschaften umfangreiche Vorhaben zur Entwicklung der Wirtschaft sowie der guten Regierungsführung. Die Vorhaben haben das Ziel, die Bedingungen für nachhaltiges Wirtschafts- und Beschäftigungswachstum zu verbessern sowie lokale und internationale Investitionen zu fördern. Die Stelle unterstützt insbesondere das Handlungsfeld Stärkung der Eigeneinnahmen marokkanischer Gebietskörperschaften. Für die Verbesserung der Voraussetzungen für steigende Eigeneinnahmen bedarf es einer Reform der Steuer- und Abgabenordnung der Gebietskörperschaften, um die gegenwärtige Praxis zu vereinfachen und zu vereinheitlichen.

Ihre Aufgaben

• Mitarbeit bei der fachlichen Beratung des Finanzministeriums zu Steuerpolitik, unter anderem zur Reform der Steuer- und Abgabenordnung der Gebietskörperschaften sowie der Steuerverwaltung bei der Umsetzung der Reform
• Unterstützung bei der Entwicklung und Umsetzung von Fortbildungen zu Anpassungsprozessen in der Steuerverwaltung
• Mitwirkung bei der Weiterentwicklung und dem Aufbau eines geografischen Informationssystems zur Erfassung der territorial relevanten steuerlichen Bemessungsgrundlagen als Instrument zum Aufbau eines zuverlässigen Prüfsystems der Steuerverwaltung
• Unterstützung bei der Entwicklung und Präsentation internationaler Erfahrungen und Standards geografischer Informationssysteme zur Erfassung der steuerlichen Bemessungsgrundlage
• Mitarbeit beim Aufbau eines Erfahrungsaustauschs mit CIAT, dem Inter-American Center of Tax Administrations, zum Thema geografische Informationssysteme
• Unterstützung bei der Beratung von Dialogprozessen zur Verbesserung der Beziehungen zu den Steuerzahler*innen
• Mitwirkung bei der technischen Weiterentwicklung des Systems zum Management öffentlicher Investitionen sowie aktive Mitgestaltung neuer Partnerbeziehungen mit dem marokkanischen Finanzministerium und der Finanzverwaltung auf zentralstaatlicher sowie auf sub-staatlicher Ebene
• Unterstützung der Projektleitung bei Planung und Monitoring der Aktivitäten, beim Monitoring der Wirkungen sowie bei der Berichterstattung

Ihr Profil

• Abgeschlossenes Hochschulstudium in Wirtschaftswissenschaften, Informatik oder vergleichbarer Studiengänge
• Erste Berufserfahrung im Bereich öffentliche Finanzen oder mit Bezug zu IT Entwicklung sind von Vorteil
• Praktische Beratungserfahrung in einem Partnerland der Entwicklungszusammenarbeit
• Erste Erfahrungen in der Begleitung von Veränderungsprozessen
• Fähigkeit zum konzeptionellen Denken und Formulieren von Konzepten und Optionen
• Soziale und interkulturelle Kompetenz, Frustrationstoleranz und Interesse an einer Tätigkeit in einem politisch anspruchsvollen Umfeld
• Verhandlungssichere Französischkenntnisse; gute Deutschkenntnisse
